Tourism, Parks, Culture and Sport News Release - March 22, 2010

Today, the Government of Saskatchewan announced that it is investing $250,000 in Prairie Scene, a major multi-disciplinary arts festival planned for Ottawa in Spring 2011. The festival, organized by the National Arts Centre, will showcase the best of our arts and culture, help build new markets for Saskatchewan cultural products and provide national and international exposure for Saskatchewan artists.

"Prairie Scene will put the spotlight on Saskatchewan, and will provide Canada and the world with a window into our rich culture, help brand the province as a great place to make a life and spark the interest of tourists," Tourism, Parks, Culture and Sport Minister Dustin Duncan said. "Prairie Scene is also a direct investment into the Saskatchewan arts sector and is consistent with Saskatchewan's new cultural policy as it fosters artistic excellence and facilitates commercial opportunities for Saskatchewan artists."

Prairie Scene is the latest in a series of biennial arts festivals including music, theatre, dance, comedy, literature, visual, media and culinary arts from Canada's various regions. It is hosted by the National Arts Centre to showcase emerging and established artists from Manitoba and Saskatchewan.

"The National Arts Centre is excited about Prairie Scene 2011 and our chance to bring the prairies to our nation's capital," Prairie Scene Producer and Executive Director Heather Moore said. "We look forward to working with Saskatchewan to showcase the best of the province's arts and culture scene and share it with Canada and the world."

"We have just seen how Saskatchewan artists, our economy and our beautiful natural heritage was showcased at the Olympics before an international audience," Duncan said. "With Prairie Scene we'll be able to once again highlight our talent and culture."

Prairie Scene will showcase approximately 500-600 emerging and established artists from the two provinces, over 13 days in Spring 2011. It is estimated that more than 75,000 people will attend more than 80 performances at more than 20 venues.

The National Arts Centre is a federal cultural organization created by the Parliament of Canada. Its mandate is to develop and showcase the performing arts in the National Capital Region and across Canada. Visit [ http://www.nac-can.ca/ ]www.nac-can.ca/ to learn more.

CCA Bulletin 17/10

June 25, 2010

CCA’s Year in Review

The House has adjourned, the weather is warm and muggy and the earth has shaken in Ottawa. It’s now late June and after our wrap-up of the parliamentary session, it is time to review what the CCA has accomplished over the past year. The CCA’s accomplishments were discussed last week in Ottawa during its annual general meeting and during a board meeting.  While the board meeting was occupied in good part by discussions on important policy issues like copyright reform, foreign ownership of cultural industries and pre-budget submissions, the AGM was an opportunity to reflect on the CCA’s standing after four years of repositioning and reconstruction.

In her second report to our members, CCA President Kathleen Sharpe said that the organization has been able to consolidate its status as a key, authoritative observer and analyst of the issues and events at the federal level that affect our vast sector in one way or another. She noted that the CCA’s unique perspective on issues has received increased recognition from Parliamentarians and regulators, the result of several well thought-out public interventions over the past f our years. This point is illustrated by the fact that the CCA was the first group invited by the newly formed all-party Arts Caucus to give an overview of the cultural sector and the main issues that it faces. The CCA was also invited to make presentations to the caucuses of the Liberal Party and the Bloc Québécois on current policy issues.

The CCA has been very active on the policy front, having appeared as a witness in front of several parliamentary committees and the CRTC on various issues such as the federal budget, the [ http://www.ccarts.ca/en/advocacy/bulletins/2010/1310.htm ]digital economy, the private copying levy, the importance of investing in artistic experimentation and the controversy surrounding the “value–for-signal” matter, which for months has pitted cable and satellite companies against traditional broadcasters.

During the year, the CCA also met with groups in various parts of the country. We participated in panels in Saskatchewan, Ontario, Québec and Newfoundland. Thanks in part to the support of the Trillium Foundation, the CCA was able to present its Cultural Policy 101 Workshop in several communities in Ontario. All in all, we participated in no less than 23 public events.

Throughout the year, the CCA pursued work on long-term issues of importance for the vitality of arts and culture in our society such as cultural statistics, trade negotiations with the European Union and arts and learning. It is well known that important issues are rarely urgent. Given their limited resources and the immediate challenges they face on an on-going basis, arts service organizations and their members rarely have the time or energy to engage in long-term and fundamental issues, often only tangential to their immediate preoccupations. Because of the breadth of its membership and the perspectives it takes on issues, the CCA believes that part of its unique mandate is to deal with such long-term policy issues.

 < /o:p>

Building on the relationship we have established with the University of Ottawa, the CCA developed an exciting new project titled Thinking Culture. In partnership with the Centre for Continuing Education, the Centre for Governance and the School of Political Studies at the university, the CCA will offer an annual series of forums dedicated to cultural policy issues. This series will launch in September and will offer at least five forums in the first year, all of which will be made available throughout the country through webcasts. This new initiative will further establish the CCA as a leading forum for thoughtful debate and analysis of arts and cultural policy issues.

With the support of a distinguished national steering committee chaired by Garry Neil,  we have been working hard on the planning of our next National Policy Conference, Artists: Powering the Creative Economy? The conference will take place on November 2 and 3 at the National Arts Centre in Ottawa and will be preceded on the evening of November 1 by a gala evening celebrating the CCA’s 65th anniversary, during which we will present the CCA Awards.

All of this work has been done in what I can only describe as a challenging year for the CCA. The CCA started the year with a $46,000 deficit incurred the previous year. This was not the result of bad management, but the consequence of having taken on a number of initiatives in keeping with our strategic plan for which, against reasonable expectations, supporting revenue did not materialize.

Thanks to the considerable efforts of the staff, we are happy to report that we have erased this deficit almost completely and have therefore started the current fiscal year from a much better position. We are proud of this achievement in what remains a difficult time for membership retention and recruitment. However, our financial success has come with a price. Given less money and the additional workload on everyone in the secretariat, some activities have suffered, including our communications with stakeholders and our research projects.

Supporting the work of the strategic coordination committee after the March 2009 Chalmers Conference in Ottawa required a lot of time and energy between April and October. Then the committee lost momentum, due in part to the loss of urgency of an impending federal election. But this initiative has not been abandoned. It will be part of some major developments in the coming months, including the way in which the CCA involves its membership in the running of its activities.

I must open a parenthesis here to acknowledge that much remains to be done in communicating what added value the CCA brings to a sector where, at all levels of government, arts service organizations have multiplied, each addressing the specific needs and interests of the various disciplines, cultural institutions and industries. The CCA knows what its unique mandate is. It has a clear vision of where it wants to go and an increasingly focused idea of how to get there. However, a pre-condition of the CCA realizing its overarching goals means securing the full involvement and backing of its membership. This reality will be at the core of the revision of our strategic plan and of some substantial initiatives which will be announced in the coming months.

During the past four years, the CCA has managed to not only survive several challenges and two near-death experiences, but also improve its ability to move forward in its repositioning. It has largely rebuilt its credibility with its main funders, political personnel and the press, and to a large extent, with its membership, a vital element to its very existence.

The CCA secretariat will be busy all summer responding to various consultations currently underway and planning for what promises to be a busy schedule in the fall, especially given the possibility of another federal election within the next several months! Stay tuned!

CCA Bulletin 17/10

25 juin 2010

I have served on the OSAC Board for the past 5 years. It has been a rewarding 5 years and I have enjoyed it thorough. The highlight for me is going to small towns for Regional Meetings. I have been a member of the Hudson Bay Allied Arts Councils for many years but in the past year, my husband and I have moved to Lloydminster to be nearer family. Currently I am a volunteer with the Barr Colony Heritage Centre when my schedule allows.

I am looking forward to another year of activities with the OSAC Board and travelling around the province to meet with the membership.

Tim Raine is from Langenburg, Saskatchewan. He has been again nominated for a two-year term position on the Board of Directors of OSAC. A long time supporter of the arts, he is a member of the Festival of Words and the Langenburg Arts Council serving in performing arts, Stars for Saskatchewan, theatre building and theatre maintenance, set construction & design and dinner theatre. Shaunavon was recently chosen to be one of the communities involved with piloting the Creative Kids Program; I am excited to be part of this committee. Having access to the arts in rural communities is essential and OSAC has made the job easier for all of the volunteers working across the province. I have the utmost respect for OSAC and would be honoured to once again serve on the Board of Directors.

The positions will be voted on by OSAC’s membership at the Annual General Meeting to be held at Showcase in North Battleford on October 23 2010.

OSAC Volunteer Recognition Program

The Arts Professions Act comes into effect

As of June 1, 2010, The Arts Professions Act requires written contracts to be used between professional artists of all types, including performers and anyone wanting to hire, engage or contract them for their work or performance.  The Act also recognizes the artist as a professional and, as a professional, emphasizes the importance of fair compensation. For more information on the Act, visit [ http://www.tpcs.gov.sk.ca/arts-professions-act ]http://www.tpcs.gov.sk.ca/arts-professions-act A representative of the Ministry will be attending the Table Sessions to discuss the Act and bring information about how it may affect you.

Showcase 2011

I know it seems odd to talk about Showcase next year when we are still a few months away from visiting North Battleford, but we wanted to announce that Showcase 2011 will be held in Regina on October 14, 15 and 16, 2011. Building on the cooperative success we saw in Moose Jaw, we will be asking for volunteer Arts Councils from throughout the province to help the Board and Staff with this event. More news will be forthcoming shortly but we hope that this will allow some of the Arts Councils from smaller communities to become involved in this exciting event.

The team holds an open audition and casts 50-60 local students to perform in the production. The show is rehearsed throughout the week and two public performances are presented on Saturday. Lunch at Allen’s [ http://www.capitolmusic.ca/ ]http://www.capitolmusic.ca

Nov. 4th and 5th, Swift Current

Lunch At Allen's is an extraordinary musical revue by internationally renowned artists, Murray McLauchlan, Cindy Church, Marc Jordan, and Ian Thomas who perform together as a band -- the stage show is an intimate and humorous performance by some of Canada's finest individual performers.

It all began as a regular get together at Allen's Pub & restaurant on The Danforth in Toronto with Canadian music icon Murray McLauchlan and old friends Ian Thomas and Marc Jordan. After adding the voice of Cindy Church, a "lunch at Allen's" turned into an outstanding band performing some of Canada's (and the world's) most enjoyed songs from each of these songwriters’ impressive catalogues.

True Prairie Spirit:

What happens when performers get held up at customs and subsequently miss their flights and it’s the day after Thanksgiving and all the other flights are full? It sets off a chain of events that no one relishes dealing with. Well, it happened this past Tuesday to Vi Kerslake in Moosomin and we applaud her for her resilience and ability to Captain the ship in very rocky waters! She basically had two choices...cancel the entire night...or find some amazing performer to step in....Vi found the gem in all of this with Eli Barsi who, with her husband put on a wonderful show. She also had a surprise appearance by Fizzical Fizzicks from the Junior Concert Series Tour...they did a brief opening act and the night continued on to be quite special. Bravo Vi!

Arts Councils: *if there is anything I can do to help make your tours run smoothly, give me a call or drop me an email! Please send in your performance evaluations as soon as you can and I will share the highlights with the rest of our membership in the upcoming e updates. Also, if you have candid photos of the performances, your volunteers in action or other note-worthy events presented by your Arts Council, please send them to me by email in a jpg format. We would appreciate being able to include them on our website, Facebook, annual report, or to our funders. Thank you for sharing!!

Youth in Your Communities

We are looking at ways to engage youth in their communities and to provide networking opportunities for them. Sending Youth delegates to Showcase is a great place to start. Perhaps we can develop this further by working together to find initiatives that will work in your own communities and expand from there. Please let me know if you are already engaging youth in your communities through the arts, whether it’s a youth council, youth volunteer opportunities or programming that is targeted to the youth, especially youth initiated or led by youth. Give me a call or send the information by email and we will start building the next generation of arts enthusiasts throughout the province. Hopefully, we will have some great ideas to share with you at Showcase 2010 in North Battleford!!

New Opportunities for Communities

The CIF (Community Initiatives Fund) has announced a new program grant: Community Vitality Program. This program is intended to support initiatives in Saskatchewan that build sustainable communities and improve quality of life through two components: Small Capital Projects and Community Pride Projects and events. Details of the program are outlined in the application guidelines. The first application deadline was October 1, 2010. If you weren’t able to submit in time for this deadline, please check their website for the next grant deadline.

*Tracey Mann, Executive Director of CIF will be one of the leaders at the Table Sessions on Saturday morning of the conference. Please take advantage of this opportunity to discover all that is available to you.

*these programs are excellent opportunities to support projects and events in your community...think of the difference you can make with the support of additional funds! I included the Community Vitality Program Guidelines and Application as a hard copy in the July mailout to all member Arts Councils. Upcoming Exhibitions at Showcase 2010

I’m excited to present this new line-up of 5 exhibitions at this year’s Showcase in North Battleford, which represent a wide spectrum of visual arts disciplines and feature the works of 19 Saskatchewan artists. The following exhibitions will be available to tour during 2011 to 2013:

[Image]Dorothy Knowles: Prairie Pictures

Organized and curated by Heather Smith, Curatorial Director for Moose Jaw Museum & Art Gallery (MJM&AG); From the Permanent Collection of MJM&AG

Dorothy Knowles is one of the most noted living Canadian landscape artists. She has been painting in Saskatchewan since 1948 and has achieved Canada’s highest levels of recognition.  Although she had reached her mature painting style by the late 1960’s, she continues to evolve.  She  experiments with confidence, challenging herself with the unfamiliar in order to create the suggestion of a landscape that would be provocative and enticing to the viewer; she is perhaps nowhere more bold in her landscape experiments than when she is working in watercolour because it is so quick, colourful, light to travel with and endlessly variable.

-       Heather Smith

[Image][Image]Embodied Presence: Michel Boutin and Holly Fay

Curated by Jennifer McRorie; Organized by OSAC

Presenting the work of two contemporary Saskatchewan painters, Michel Boutin and Holly Fay, Embodied Presence offers alternative ways of considering our environment, inserting new voices into the dialogue surrounding landscape painting, and provides new perspectives on personal and collective connections with place.

Images: (left) Michel Boutin, “Whole Earth II” (detail), enamel on canvas, 2009; Holly Fay, “pod/path 3”, oil on paper, 2005.

[Image][Image]Hybrid: Tim Moore

Curated by David Garneau; Organized by OSAC

The exhibition Hybrid presents the collages, drawings, paintings and sculptures of Saskatchewan artist Tim Moore. Moore’s works explore the notion of personal and collective identities as a means of investigating what it means to be Métis. Without having clear distinctions and definitions of Métis culture to respond to or reflect on, Moore finds that he has creative freedom to explore the hybridity of a Métis identity, seeing it as a negotiation between two cultures.

[Image][Image]Plants and Machines

Organized by Evan Tyler

Chad Arie, Ryan Arnott, Nathan Binns, Chris Bridge, Erin Gee, Jesse Goddard, Mariel Harvey, Marsha Kennedy, Aaron Kyle, Adam Lark, Lisa Lowen, Kristen Smith, Melanie-Monique Rose, Evan Tyler

Featuring drawings, paintings, photographs, sculptures and video media of 14 Saskatchewan artists, Plants and Machines “addresses the themes of technology and organics. In our modern world the borders of the ‘natural’ and the ‘mechanical’ are being blurred, negotiated and hybridized, These artworks explore the relationship of human to instrument, the idea of human as instrument, and the duality that exists between perceived notions of organic and artificial.”                                 - Evan Tyler

Image: Mariel Harvey, “My Private Life”, dye coupler print on paper, 2010.

[Image][Image]Artless Fabrications: Carol Schmold

Organized by OSAC

On January 1st, 2007, Carol Schmold embarked on a personal creative journey, creating a work of art each week for a year, which resulted in a collection of 52 small fibre works that she describes as “sincere textile compositions”. The project began as a self-directed challenge, motivated by the desire to get back in touch with her artistic creativity, to explore new techniques in fibre art and discipline herself to work within an imposed deadline. The result is a visual journal of her exploration into her creative process, reflecting her artistic growth and development through her dedicated practice.

Fall 2010 Tours

Masabo completed their tour on October 8.  OSAC received very positive feedback from the tour.  Here are more reviews:

“Energetic, entertaining, engaging, lots of participation with audience.  Older ones were soon drawn in with younger students.  The performers were able to engage a broad audience, K-12.  Students were very involved in participation.  This was one of our school’s favourites.  Even had the entire staff up dancing in front of the student body.” – Kipling School.

“Masabo was fantastic!!!!! They engaged the students, they were enthusiastic and very animated.  They brought a huge sense of fun and humour with their performance!!  Of all the awesome performances we have booked over the years, and most have been terrific, these guys were fabulous.  The kids are still beaming.” – Bert Fox Community High School, Fort Qu’Appelle.

“We have been very impressed with the high caliber of performers we are able to bring into our school at a reasonable cost through OSAC.  We look forward to more next year.” – Gladmar School.

“I have seen approximately 12 different OSAC shows – this was probably one of the best!! Students’ interest held throughout.  Participation with audience was excellent.” – Paradise Hill School.

“Excellent and exciting performance, the boys were especially impressed with the drums.  Very high energy.  Loved how ‘happy’ the performers were!  It was very contagious.  OSAC’s Junior Concerts program is fantastic, best program out there, expertly run! – Indian Head High School.

“Masabo was a group and art form that the majority of our kids have no access to, BUT we have a handful of African students who live here because their parents are in the medical field.  This was very cool.  The weekend workshop was wonderful.  ‘That was amazing’ – Grade 1 student.” – Pre-Cam Community School, La Ronge

Fizzical Fizzicks continues their tour October 25.  They will also be attending Showcase 2010 as Contact Room Exhibitors. I will have the opportunity to see them at Dr. Isman Elementary School in Wolseley on Friday, October 15 and at Indian Head Elementary School on Monday, October 25.

Last week, Fizzical Fizzicks performed in La Ronge, Stanley Mission and Stony Rapids, our first-ever fly-in tour with OSAC Junior Concerts.  50 students attended the school performance in Stony Rapids and 30 participated in a workshop.  Kristi and Greg also presented a workshop at Gordon Denny School in La Ronge.  Kristi and Greg plan on filming some short instructional videos that they will send to the schools in La Ronge and Stony Rapids, so that the students will be encouraged to keep practicing their circus skills.

Here are some recent reviews from their tour:

“The quality and educational content of this show are exceptional.” – Ecole Oman School, Swift Current

“This performance tied in very well with the curriculums.  OSAC’s Junior Concerts program is an excellent program.”

“Excellent cross-curriculum.  Very informative and entertaining.  Students from PreK-Grade 8 remained interested.  OSAC provides amazing opportunities to bring the arts to students!” – Empire Community School, Moose Jaw.

**NEW**
The Arts Professions Act and the Art of Contracting

As of June 1, 2010, The Arts Professions Act requires written contracts to be used between professional artists of all types, including performers and anyone wanting to hire, engage or contract them for their work or performance.  The Act also recognizes the artist as a professional and, as a professional, emphasizes the importance of fair compensation.

Written contracts help protect artists and engagers by spelling out what is to be done, agreed upon fees, deadlines, termination clauses, transfer of rights, etc.  This ensures a clear understanding of the transaction with the aim of preventing contract disputes down the road.

Written contracts are an effective business practice as they help solidify the business relationship by providing a clear understanding of the transaction.  They also provide an extra measure of protection to both parties compared to a verbal or literal handshake.

This statute is part of Pride of Saskatchewan: A Policy Where Culture, Community and Commerce Meet and the Saskatchewan Ministry of Tourism, Parks, Culture and Sport’s plan to support a vibrant and growing arts and culture sector.

There are many contract resources and tools available.  If you want more information or you are new to contracting and are looking for tools to help you start using written contracts, please visit: [ http://www.tpcs.gov.sk.ca/arts-professions-act ]http://www.tpcs.gov.sk.ca/arts-professions-act

By protecting both parties, written contracts make business more straightforward and profitable.

The SWG Steering Committee for The Word On The Street Festival has been hard at work bringing this national celebration of writing and literacy to the city of Saskatoon.  Over the past few months the committee members have been shoring up plans for a preview event to take place on September 26th.  This preview, staged in unison with several The Word On The Street festivals across Canada, is designed to give Saskatonians a taste of what they can expect from our inaugural festival in 2011. With the assistance of newly engaged event manager, Rhonda Gustavson of Crestfire Executive Consulting, the committee has confirmed a spectacular showcase of writing talent that includes both established and up-and-coming names from Saskatoon and surrounding areas.   Stay tuned as the details regarding venues and performers are rolled out over the upcoming weeks.
